New regulations restrict entry to Makkah without a permit as part of preparations for Hajj 1447 AH.

The Ministry of Interior of Saudi Arabia has announced a set of new regulations and procedures for Hajj 1447 AH, aimed at ensuring the safety and smooth management of pilgrims during the upcoming season.
According to the official announcement, starting from Monday, April 13, 2026 (25 Shawwal 1447 AH), all residents wishing to enter the Holy Capital, Makkah, must obtain an official permit from the relevant authorities. Entry into Makkah will not be allowed without a valid permit.
Who is allowed to enter Makkah?
Exceptions to the rule include:
- Individuals holding a Makkah-issued residency (ID)
- Those with a valid Hajj permit
- Workers in the holy sites with an official work permit, issued electronically through platforms such as Absher Individuals and the Muqeem Portal, integrated with the Tasreeh platform
Umrah visa deadline
The Ministry confirmed that the last date for Umrah visa holders to leave the Kingdom is Saturday, April 18, 2026 (1 Dhul-Qa‘dah 1447 AH).
Suspension of Umrah permits
Issuance of Umrah permits via the Nusuk platform will be temporarily suspended for:
- Saudi citizens
- GCC citizens
- Residents in the Kingdom
- All other visa holders
This suspension will remain in effect from April 18, 2026 (1 Dhul-Qa‘dah 1447 AH) until May 31, 2026 (14 Dhul-Hijjah 1447 AH).
Strict entry restrictions
Beginning April 18, 2026, entry into Makkah or staying within the city will not be permitted for any visa holders, except those holding a valid Hajj visa.
The Ministry has urged all residents and visitors to strictly comply with these regulations and cooperate with authorities. Violations of the rules will result in legal penalties.
