AIMPLB Delegation Meets Union Minority Affairs Minister; Highlights Key Issues Facing Muslim Community
The Board submitted a memorandum and sought more time for uploading Waqf property details on the UMEED portal.

New Delhi: A delegation from the All India Muslim Personal Law Board (AIMPLB) met Union Minister for Minority Affairs Kiren Rijiju today and discussed several issues concerning the Muslim community. The delegation also handed over a detailed memorandum outlining their demands.
During the meeting, the members highlighted the difficulties and technical problems faced while uploading registered Waqf properties on the UMEED portal. They explained that due to these issues, thousands of properties could not be uploaded in time. The delegation said that properties already registered with Waqf Boards should have been uploaded by the boards themselves, and at least two years should have been given for the process. They requested an extension of at least one year for uploading the remaining properties.
The AIMPLB representatives further said that amendments to the Waqf Act/UMEED Act and the requirement of uploading property details under Section 3B have created pressure and hardship for the community. They pointed out that the six-month period given for uploading all registered Waqf properties was too short.
They also drew attention to the technical glitches and errors in the portal, making it extremely difficult to complete the task. Several Waqf Boards — including those of Punjab, Madhya Pradesh, Gujarat and Rajasthan — had already approached the tribunal seeking more time, and the tribunal granted extensions. This, they said, clearly shows that even the Waqf Boards found it challenging to comply with the six-month deadline. The delegation therefore requested an additional one-year extension for Mutawallis.
The delegation explained that there was also a mismatch between the timelines given in the Act and the date on which the portal and its procedures were officially notified. They noted that the rules for the UMEED portal and the required declaration forms were notified only on 03/07/2025. Hence, the portal’s launch date, 06/06/2025, should not be treated as the legal starting date for the Act’s implementation.
Based on these issues, the delegation urged that the initial six-month period provided in the Act be extended by at least one more year. They added that if this extension is granted, Mutawallis may not need to approach the tribunal again except in exceptional cases.
They also reminded the Minister that Section 113 of the Waqf Act/UMEED Act, 1995 empowers the Central Government to remove difficulties arising during implementation.
Minister Kiren Rijiju listened carefully to the concerns raised and assured the delegation that he would work on resolving these issues at the earliest.
