Lucknow: The draft electoral roll of Uttar Pradesh was published on Tuesday following a Special Intensive Revision (SIR) exercise, with 12.55 crore voters retained out of the earlier 15.44 crore, according to Chief Electoral Officer (CEO) Navdeep Rinwa.

Addressing a press conference, Rinwa said around 2.89 crore voters, or 18.70 per cent of the electorate, could not be included in the draft list. The exclusions were mainly due to deaths, permanent migration, non-availability during verification, or multiple voter registrations.

He explained that the Election Commission carried out a door-to-door verification drive, during which enumeration forms were required to be filled and signed by voters or their family members. Although the exercise was initially scheduled to conclude on December 11, it was extended by 15 days till December 26 after officials observed that a large number of names — nearly 2.97 crore — were being left out.

As per official data, enumeration forms were received for 12,55,56,025 voters out of the 15,44,30,092 voters listed in the electoral roll published on October 27, 2025. This accounts for 81.30 per cent of the total electorate.

The CEO said the draft roll was originally planned to be published on December 31. However, additional fieldwork and instructions from the Election Commission of India (ECI) to rationalise polling stations led to a delay.

Under the revised norms, the number of voters per polling station has been reduced from 1,500 to 1,200. To meet this requirement, about 15,030 new polling stations were created across the state. Approval for this exercise was received on December 23, and it took about a week to migrate the updated data to the servers. As a result, the draft roll was finally published on January 6.

Providing a breakup of the excluded voters, Rinwa said 46.23 lakh voters (2.99 per cent) were found to be deceased. Around 2.57 crore voters (14.06 per cent) had either permanently migrated or could not be contacted during verification. In addition, 25.47 lakh voters (1.65 per cent) were found to be registered at more than one location.

The revised draft electoral roll now includes voters from all 75 districts and 403 assembly constituencies of Uttar Pradesh.

The revision exercise covered 1,72,486 polling booths, with booth-level officers working alongside volunteers. Rinwa also acknowledged the role of political parties, noting that over 5.76 lakh booth-level agents appointed by recognised parties assisted in the process.

He added that the claims and objections window has opened from January 6 and will remain open until February 6. During this period, voters can apply for inclusion, request corrections, or raise objections to the draft electoral roll.
