Unnao Rape Survivor Accuses Former Investigating Officer of Collusion with Kuldeep Sengar
Victim files complaint with CBI alleging evidence manipulation and biased investigation as Sengar gets bail relief.

The survivor of the 2017 Unnao rape case has accused the former investigating officer of colluding with ex-BJP MLA Kuldeep Singh Sengar and deliberately weakening the investigation to help the accused.
In a six-page complaint submitted to the Central Bureau of Investigation (CBI), the survivor has sought registration of an FIR against the officer who led the probe at the time. She alleged that the investigation was carried out with “mala fide intent” and involved serious lapses, manipulation of facts, and forged records to benefit Sengar.
The survivor, who was a minor when the crime occurred, claimed that the officer used forged school documents in the chargesheet. According to her, the records falsely showed her as a student of a government school she never attended and altered her date of birth.
She also alleged that statements were wrongly attributed to her during the investigation. The complaint further states that the officer falsely claimed she used a mobile phone belonging to a woman named Heera Singh, an allegation she has denied.
Referring to the trial court’s conviction order, the survivor pointed out that the court itself had raised concerns about how her statement was recorded. The court had observed that the manner of investigation appeared aimed at discrediting her and her family.
The survivor said she had earlier complained against the officer, but no action was taken. She also reported that her family continues to face threats from various quarters.
The complaint comes shortly after the Delhi High Court, on December 23, 2025, granted conditional bail to Sengar and suspended his life sentence in the rape case while his appeal is pending. The decision drew widespread criticism.
However, Sengar remains in jail due to a separate 10-year sentence in the custodial death case of the survivor’s father. The CBI has since challenged the High Court’s bail order in the Supreme Court.
