Thimphu- Prime Minister Narendra Modi on Tuesday vowed that all those behind the deadly blast near Delhi’s Red Fort would be brought to justice, as investigators revealed that the vehicle involved was linked to a Kashmir-based doctor suspected of ties to a terror network.

Speaking at Bhutan’s Changlimethang Stadium during celebrations marking the 70th birth anniversary of the country’s former king, Jigme Singye Wangchuck, Modi said he had come to the event with a “heavy heart” following the tragic explosion in India’s capital.

“I have come here with a heavy heart. The horrific incident in Delhi yesterday evening has affected everyone’s hearts. I understand the sorrow of the affected families. Today, the whole country stands with them,” Modi said in Hindi.

He added, “Our agencies will get to the bottom of this conspiracy. The conspirators behind this will not be spared. All those responsible will be brought to justice.”

According to officials from Delhi Police’s Special Cell, the car that exploded near the Red Fort on Monday evening was traced to a doctor identified as Umar Un Nabi, a resident of Pulwama, Jammu and Kashmir. Investigators say he was connected to a terror module linked to a major explosives seizure in Faridabad last month.

Sources said Umar Un Nabi was likely driving the white Hyundai i20 when it exploded after slowing at a traffic signal on Subhash Marg, killing 13 people and injuring at least 21. The impact damaged several nearby vehicles. He was reportedly in contact with two other doctors from Kashmir who were recently arrested in connection with the same terror cell.

While the cause of the explosion is still under forensic examination, early evidence suggests the use of ammonium nitrate and fuel oil. Authorities have not yet attributed the incident to any specific organisation.

During the Bhutan event, King Jigme Khesar Namgyel Wangchuck led thousands of people in prayers for the victims. Modi described the occasion as “an important day for those who believe in world peace,” and said it reflected the enduring friendship between India and Bhutan.
