New Delhi, October 5: In a move that brings much-needed relief to commuters without FASTags, the Government of India has announced that from November 15, 2025, such vehicles can avoid paying double toll charges, if they choose to pay digitally via UPI.

The Ministry of Road Transport and Highways (MoRTH) issued a notification amending the National Highways Fee (Determination of Rates and Collection) Rules, 2008, introducing a revised toll structure for non-FASTag users.

Under the new rule:

  • Vehicles without a valid or functional FASTag will be charged 1.25 times the normal toll if the payment is made using UPI or other digital modes.
  • However, those paying in cash will continue to pay double the toll, as per the earlier provision.

Example: If the regular toll fee is ₹100:

  • A FASTag user pays ₹100
  • A UPI-paying non-FASTag user pays ₹125
  • A cash-paying non-FASTag user pays ₹200

The change is being seen as a balanced approach to:

  • Encourage digital transactions
  • Reduce cash handling and waiting times at toll plazas
  • Improve transparency and operational efficiency on National Highways

Government officials noted that the initiative also benefits drivers who either don’t have FASTags or are facing technical issues with their tags, by offering a practical and cost-effective alternative.

The rule will come into force across India on November 15, 2025, and is already being welcomed by motorists as a commuter-friendly and digitally progressive step.
