New Passport Photo Rules for Indian Expats in Dubai Take Effect September 1

Starting September 1, Indian expatriates in Dubai applying for a new passport or renewal must follow updated photo guidelines set by the Indian Consulate in the emirate. The new requirements align with the International Civil Aviation Organisation (ICAO) standards, which serve as global benchmarks for biometric and travel document identification.

All passport applications submitted after this date must include photographs that meet these specifications. The updated photo guidelines require a colored image on a plain white background, sized at 630 by 810 pixels. The photo should be a close-up showing the head and top of the shoulders, with the face occupying 80 to 85 percent of the frame.

To ensure quality, the photos must be unaltered with natural skin tones visible, clear and not blurred. Lighting should be even, avoiding shadows, flash reflections, glare, or red-eye effects, with appropriate brightness and contrast.

Regarding facial features, eyes must be open and visible without hair covering them, the mouth closed, and the full face shown from the top of the hair to the chin. The head should be straight and centered, not tilted. Glasses should be removed to avoid reflections, and head coverings are only allowed for religious reasons, ensuring the entire face from chin to forehead and both edges of the face is clearly visible. The expression should be neutral and natural, and the photo must be taken from a distance of 1.5 meters.

This photo update is based on a directive from India’s Ministry of External Affairs, communicated globally to Indian embassies and consulates through the Passport Seva portal. The new rule will enhance the accuracy and security of passport identification.
