Senior BJP leader and former Minority Affairs Minister Mukhtar Abbas Naqvi has renewed his call for the implementation of a Uniform Civil Code (UCC), saying that a common legal framework for all citizens is essential for strengthening the nation.

Addressing a Constitution Day programme at Bharat Mandapam in New Delhi on Wednesday, Naqvi said the UCC should be seen as a reform for the entire country rather than something directed at any particular community. According to him, “one country, one law” is the need of the moment and reflects the true spirit of the Constitution.

He described the UCC as a constitutional requirement meant to uphold the values on which India was founded. Referring to the present period as the “Amrit Kaal” of Independence, he said it offers a significant opportunity to fulfil the Directive Principles of State Policy, especially Article 44, which encourages the State to work towards a common civil code.

“The Uniform Civil Code is for everyone. It is not against anyone,” Naqvi said, adding that such a code would support national unity as well as social and cultural harmony.

Naqvi highlighted India’s secular character, crediting the majority community for choosing a path of inclusivity and coexistence after Partition. He contrasted India’s experience with that of Pakistan, noting that while Pakistan went through multiple constitutional changes—1956, 1962 and 1973—India has remained committed to the Constitution adopted in 1949, making it one of the world’s most stable democracies.

He accused the Opposition, particularly the Congress, of creating “unnecessary confusion” about constitutional reforms while publicly holding up the Constitution. Naqvi warned that misusing the freedom of expression to spread disorder harms democratic values. He also criticised what he called a “pseudo-secular syndicate” for attempting to misrepresent reform efforts.

Praising Prime Minister Narendra Modi, Naqvi said the government’s inclusive approach across economic, social, educational, and administrative sectors has strengthened India’s global reputation. He added that every constitutional reform initiated in recent years respects religious freedom while improving governance.

The event was attended by former Union minister Dr. Satya Narayan Jatiya, VHP Delhi president Kapil Khanna, and Delhi Minister Kapil Mishra.
