For cleaning impurity, it is required to use something that is not honourable, and tissue paper meets this condition.

Islamic scholars explain that honourable paper is the type used for Islamic knowledge or for subjects that support Islamic learning, such as hadith, fiqh, medicine, math, and similar beneficial sciences. Such papers should not be used for cleaning impurity. Tissue papers are not included in this category, so using them is allowed.
